Director of eGovernment | Cayman Islands Government, Ministry of Investment, Innovation and Social Development
Ian Tibbetts is the Director of eGovernment for the Cayman Islands Government in the Ministry of Investment, Innovation and Social Development. He is a driver of innovative solutions including technology and process reengineering to improve the customer experience and efficiency of internal business operations. A passion of his is creating and leading highly innovative and effective teams to ensure the Government delivers the digital infrastructure and solutions it needs to provide to underpin Cayman Islands digital economy.
Ian joined the Cayman Islands Civil Service in December 2014 as the first Director of eGovernment to lead the development and implementation of the Cayman Islands eGovernment strategy. He is a 30 years veteran of the Telecoms industry, including the role of Chief Operating Officer (COO) for Cable and Wireless’ Cayman Islands business and Vice President of Customer Experience for its Caribbean operations. He served as a member of the Cayman Islands Government’s initial E-Business Advisory Board, the Information Communications Technology Authority (ICTA) Board which has now been subsumed into the Utility Regulation and Competition Office and more recently the eGovernment Steering Committee. He has owned and operated a number of successful small and medium sized businesses ranging in areas from renewable energy, photography and boat repairs.
The eGovernment Unit is concurrently programme managing the revamp and introduction of online services for various government entities and the implementation of key e-government infrastructure to support a master data approach, interoperability and identity and access management. Current projects include the revamp of the government’s user authentication system to provide single sign-on with multifactor authentication for enhanced customer experience and security, and the implementation of the National eID system as a cornerstone of digital Cayman. Some recent examples of solutions the eGovernment Unit have delivered are, the portal for submission of British Overseas Territory Citizenship applications and proof of nationality letters, the portal for Designated Non-Financial Business and Professions (DNFBP) to interact with the Department of Commerce and Infrastructure, and the Seafarers Registry.
Ian’s educational background is primarily in Electronics and Electrical Engineering however doesn’t see himself as a technologist, instead as an champion for customer service and efficiency for people, business and government. In his spare time he is an avid, power boater and drag racer who does all his own mechanical work.
